Stephen Hamya

Chief Internal Auditor

Stephen Hamya is the Chief Internal Auditor at Uganda Development Bank (UDB), where he provides independent assurance to the Board and Executive Management on the effectiveness of risk management, internal controls, and governance processes since 2014.

In addition, Stephen serves as the Bank’s Sustainability Champion, playing an advisory role in mainstreaming sustainability across the Bank’s operations. He is also an invited member of the Bank’s Strategic and Business Planning Working Group, where he contributes to shaping the Bank’s sustainable financing agenda in alignment with its mandate of driving Uganda’s socio-economic transformation and adhering to global sustainability frameworks.

Stephen brings extensive leadership experience in financial services, with a strong focus of aligning the assurance function to the strategic objectives of the Bank and driving institutional value. He has also actively contributed to key strategic initiatives within the Bank, providing thought leadership and insights that have informed decision-making and strengthened organisational performance.

Before joining UDB, Stephen worked with Ernst & Young (EY) across Uganda, Rwanda, and Switzerland, where he progressed to the position of Assurance Senior Manager. In this capacity, he led various teams delivering audit and assurance services to a diverse portfolio of over 30 clients across sectors, including financial services, telecommunications, manufacturing, oil and gas, fast-moving consumer goods, not-for-profit organisations, state-owned enterprises, and pension funds among others.

He was a key member of EY’s Professional Practice Group (PPG) in the East African Region, where he supported the training and implementation of audit methodologies and technologies. He also championed the adoption of data analytics and audit automation tools and played a pivotal role in the rollout of the firm’s audit software during his tenure, enhancing audit quality, efficiency, and consistency across engagements.

Stephen holds a Master of Leadership in Sustainable Finance from the Frankfurt School of Finance & Management and a Bachelor of Commerce (Accounting) from Makerere University. He is a Fellow of the Association of Chartered Certified Accountants (FCCA), a Member of the Institute of Certified Public Accountants of Uganda (ICPAU), and a Member of the Institute of Internal Auditors (IIA).
